The amount of progress in a society is not some fixed quantity, that has to be applied either to social, technological, or scientific endeavors.

It is possible for a society to simultaneously progress in all these realms; it is possible (and easier) for one to stagnate or regress in all of them.

When radical changes in one realm begin, changes in the others are not only more likely, they are almost inevitable; slowing changes in one realm will almost certainly lead to slowing in the others.
